Kano Police Stop ASUU Plan to Hold Rally

Kano State Police Command on Thursday foiled a planned public awareness rally by members of the Bayero University Kano (BUK) chapter of the Academic Staff Union of Universities, (ASUU).

The police armed with tear gas canisters were stationed at the main gate of the BUK to prevent the aggrieved lecturers from staging the protest  outside the school premises.

Some of the placards carried by the lecturers read: 'Universities must be revitalized'; 'ASUU will not give up without adequate funding'; 'Development is a mirage' and 'It is government that must pay of university education, not the common man'.

Chairman of BUK, ASUU chapter, Dr Mahmud Lawan condemned the action of the police.

Lawan  added the union would remain resolute in support of its national leadership to ensure the revival of the deplorable university system in the country.

Syria chemical weapons equipment destroyed, says OPCW

Syria's declared equipment for producing, mixing and filling chemical weapons has been destroyed, the international watchdog says.

This comes a day before the deadline
set by the Organisation for the Prohibition of Chemical Weapons (OPCW).

The weapons have been placed under seal, an OPCW spokesman said.

Inspectors were sent to Syria following allegations, denied by the government, that its forces had used chemical weapons in civilian areas.

The inspections were agreed between Russia and the US after Washington threatened to use force in Syria.

Syria's Deputy Foreign Minister Faisal
Mekdad told the BBC's Lyse Doucet
that it had not been difficult for Syria's
government to meet its obligations, as
some had initially feared.

"I hope those who have always thought of us negatively will change their minds and understand that Syria was, is, and will be always a constructive partner," Mr Mekdad told our correspondent.

Now that the equipment has been put beyond use, Syria has until mid-2014to destroy the chemical weapons themselves.

Its arsenal is believed to include more
than 1,000 tonnes of the nerve gas sarin, the blister agent sulphur mustard and other banned chemicals, stored at dozens of sites.

In a separate development, a large explosion at a Syrian army base has been reported outside the coastal city of Latakia.

Local media say the base was targeted by Israeli forces but this has not been confirmed.

Israel is believed to have targeted the
same base in July and is concerned that some weapons in Syria are being moved to Hezbollah militants in neighbouring Lebanon.

'Challenging job'

OPCW head of field operations Jerry Smith told the BBC that his team had "personally observed all the destruction activities".

"They are not now in a position to conduct any further production or mixing of chemical weapons," he said.

In a statement, the OPCW said its teams had inspected 21 of the 23 chemical weapons sites in Syria.

The other two were too dangerous to visit but the equipment had already been moved to some of the other sites, it said.

Mr Smith said that verifying the destruction of Syria's weapons production capability had been a "particularly challenging job" because it had to be done in the midst of a
conflict, with a tight deadline.

The OPCW earlier this month won the Nobel Peace Prize but Mr Smith said his team had been too busy to celebrate because of their work in Syria.

"All stocks of chemical weapons and agents have been placed under seals that are impossible to break," OPCW

spokesman Christian Chartier told the AFP news agency.

"These are 1,000 tonnes of chemical agents [which can be used to make weapons] and 290 tonnes of chemical weapons," he said.

The BBC's Jim Muir in Beirut says the OPCW's task is far from finished.

More than 1,000 tonnes of chemical precursors - the raw materials - remain to be removed and destroyed by the middle of next year, which our correspondent says will be a delicate and difficult process.

The first step is for the weapons watchdog and the Syrian government to agree a timetable for the destruction of the chemical weapons stockpile - this should be done within the next two weeks.

The US says more than 1,400 people were killed when government forces used a nerve agent to attack Ghouta on the outskirts of Damascus on 21 August.

Syrian President Bashar al-Assad and his Russian allies have said rebel groups were responsible.

The OPCW announcement comes as human rights group Amnesty International says that hundreds of Syrian refugees are being turned
away at the borders of Jordan and other countries.

Jordan has denied the accusation, saying its border is open to Syrian refugees.

More than 100,000 people have been killed in the fighting that has ravaged Syria for two-and-a-half years, according to the UN.

A further two million people have fled Syria and some 4.5 million have been displaced internally.

Photo: Woman caught with dead day old baby in sack in Lagos

A 40-year old widow named Mujidat was caught yesterday Wednesday October 30th with a dead day old baby she hid inside a sack around her residence at at the Iba area of Lagos, PM News reports.

It was gathered that a member of the community, High Chief Babatunde Balogun caught the mother of seven when she was  trying to dispose the baby at about 5 p.m. on Wednesday. When questioned on the content of the sack, she claimed she was coming from the market where she bought some household items.

However, on a closer look, Balogun discovered that the sack contained a dead day old baby the woman allegedly had just delivered. He then called the attention of the other residents.

Neighbours told P.M News that after Mujidat's husband known as Baba Mushin died about three years ago, they have seen men visiting her residence, the house built by her late husband.

When asked if she planned to throw away the baby because of an alleged paternity mess, she denied, claiming  that a welder turned block maker near her residence was responsible for the pregnancy that resulted in the birth of the dead baby she was caught with.

She claimed she took delivery of the baby by herself because she found it easy and therefore did not go to any hospital or sought anybody's  help.

At about 9 p.m yesterday when P.M.NEWS visited the area, residents of the area were still milling around the residence of the woman.

Officials of the Community Development Association, CDA, in the area later accompanied the woman and her sack of baby to the Isheri-Oshun Police Division where the matter was reported. At the time of this report, the woman was still being interrogated.

Mixed Reactions: Maheeda Under Fire! *As gospel artistes, group disown her

Okay, for those of you who don't really know her and haven't been following her story, there's need for a little introduction of this woman-girl called Maheeda.

Maheeda is this young girl who didn't know who her father was but was told he's from Edo State.  Her mother left her with a neighbour at a tender age and ran away only to reappear 11 years after only to leave again later.

As an orphan, she was maltreated by the lady her mother  left her with and later ran away at age 14. Left all by herself, she struggled to get everything and that was how she found herself as a house help, bar attendant, and of course, the club girl, and finally a prostitute. So hope you now understand where Maheeda was coming from?

Along the line, she had a daughter who is now two years old. While she was in Port-Harcourt, she met her billionaire-businessman husband who is a white man. He married her, adopted her daughter and took her away from Nigeria.

She now has a good life and according to her, she's now a born again Christian. But before she became born-again, circular music was one thing she did on the side. She later changed into gospel.

We thought we would be hearing her screaming halleluyah all over but what she's doing is far from it. All of a sudden, the internet has been going abuzz! The born-again Maheeda started posting semi nude pictures especially on her Instagram.

Initially, everyone thought it was just a passing-phased thing until it became really serious. The last set of pictures she posted were those of her bathing while she took different poses only that she managed to keep her privates out but she was stark naked because you see her naked butt and braless breasts.

When she was contacted, she explained that her husband had advised her to get controversial in order to get noticed since money and her beauty couldn't give her the popularity she wanted.

In fact, she went from bad to worse when  she recently posted on Instagram the picture of a man masturbating with his eyes glued to her naked  picture on his computer screen!

Apparently angered by her  raunchy nature, Instagram did the worse - her page was deleted! Did I just say deleted?

No, someone just confirmed that she actually changed the name of her page to M9JA. And guess what? Maheeda isn't resting yet- she announced that she's now taking her trade to YouTube!

Now, the issue is how much is too much when it comes to doing all it takes to get noticed? I mean, never in the history of Nigeria entertainment has someone been this daring as to go nude just to get publicity-or maybe she's this free because she can't be traced to any family in Nigeria and her husband is a typical white man who doesn't care.

But she's a Nigerian and a born again Christian?

Nigerians are kinda disgruntled and are unapologetic, unreserved about their use of words just to describe how they feel about her. Many who have been following her story have taken to social networks to call her all sorts of unprintable names.

Continue to read what some Nigerians have to say about her:

Ruggedman seems to be indifferent about what she does as he thinks she hasn't done anything as explicit as what foreign acts do.

"She's not posting any nude picture. In all the pictures she's posted, I've never come across any that reveals her breasts or private parts. So if Instagram has deleted her page then, that's a stupid thing to do because foreign acts go stark naked on stage. Lady Gaga was naked in her last performance. Did Instagram delete her page because of that? But i wouldn't support her if she actually goes naked though. Nigerians should just go get something better to do instead of dwelling on Maheeda. "

Another female artiste, Fragrance says "It's her decision. It's her life and if she says that's how she wants to live it then it's okay. Nobody should judge her."

Unlike the secular artistes who are indifferent about it, gospel acts seem to be more pained about what Maheeda is doing, especially when she says she's part of them. Read what they have to say:

Jahdiel Okpoku, a Nigerian gospel singer seems to be confused about the identity of Maheeda. Short of what to say about her, and whether or not to identify with her, simply said "I don't know that girl and won't even want to say anything about her."
Mrs Bola Thani went all out as she condemns Maheeda's way of life outright.

"She obviously doesn't know what it means to be a gospel artiste. But I wouldn't want to condemn her but if she claims to be a child of God that isn't right at all. If I were to describe that kind of person, I'll say she's an agent of darkness because she's preaching nudity. She needs to be checked psychologically to see whether she's in her right senses.

She also needs to be shown the right way to Jesus Christ because God doesn't want her to die in her sins-she's leading people to hell."

Monique who is another popular gospel act in the country is even oblivious of who Maheeda is.

"First of all, I don't even know who she is. Maybe if I knew her I would say something about her."

The management of the only group which has been in charge of appreciating gospel acts in the country in terms of awards, Nigeria Gospel Music Video Awards received an email from us but refused to say anything about it.

So what do you think about Maheeda? Is she truly a gospel singer?

Evans resigns as Etisalat CEO

Officer of the Nigerian subsidiary of Emirates Telecommunications Corporation operating as Etisalat in the country.

Bloomberg reported on Wednesday that Evans resigned last month and returned home to the United Kingdom after leading the company for most of its five years in existence.

The Chief Commercial Officer, Matthew Willsher, was appointed as acting CEO in his place, the spokesperson for Etisalat Nigeria, Ms. Chineze Amanfo, was quoted as saying this by telephone on Wednesday.

Willsher did not immediately respond to an e-mailed request for comments and Evans' Etisalat e-mail bounced back, according to Bloomberg.

Abu Dhabi-based parent Etisalat didn't immediately respond to calls and e-mails seeking comments.

Evans was appointed in December 2008, two months after Etisalat began full commercial operations in Nigeria, according to the company's website.

Prior to that, he was the Chief Executive Officer of the London-based BT Group Plc (BT/A)'s mobile unit.

Etisalat is the fourth largest mobile phone operator in Nigeria.

The company had 15.3 million subscribers as of June 2013, according to the Nigerian Communications Commission.

Lagos prison escapee steals 20 cars

The Lagos State Police Command has apprehended a 32-year-old convict, Kingsley Chibuzor, for snatching over 20 cars between 2011 and 2013.

Chibuzor was said to have escaped few months into his sentence from the Kirikiri Medium Prison in 2011, where he was serving a term for malicious damage.

After his escape, the suspect was said to have specialised in snatching cars in Lagos, Anambra and Ebonyi states but met his waterloo when he was arrested by the operatives of the Special Anti-Robbery Squad in Lagos.

He was arrested alongside two members of his gang; Ozoemena Enebeli and Prince Nwafor.

Chibuzor said, "I was arrested and sent to prison for malicious damage. My prison sentence was supposed to be for three years but I spent only some months there. One day, around 4am, I told a prison official to help me get kerosene and he left the door to our prison open.

"I was able to sneak into a particular area of the building and jumped over the fence. The area was dark and nobody saw me. From there, I trekked to Ojo Barracks to visit my mother but when she asked how I left prison, I did not answer her."

The father of four said he relocated to Imo State for about six months so as to evade prison officials and policemen, who were on his trail.

He however said he returned to Lagos soon after because he could not survive in the village.

He said, "I became a commercial bus driver and every day, I delivered N5,000 to my boss while I made about N1,500. Sometimes, I also operated heavy duty equipment at my free time and I was paid for it.

"The money was not enough to sustain my family. I met Ozo (Enebeli) at a beer parlour in Mile 2 on a particular day. We became close friends because we spoke the same language and we decided to become armed robbers. I 'organised' N40,000 and bought two guns from Benin Republic.

"Our first operation was at Surulere in Lagos. A man was about to enter into his compound and we snatched his Toyota Camry 2000 model from him and we sold it for N200, 000."

Chibuzor told newsmen that he never killed any of his victims but only snatched their cars from them after which he would sell them cheap.

He said he continued to work as a bus driver but only robbed whenever he was broke.

"We snatched a Toyota Highlander jeep as the owner was returning from a beer parlour in Asaba.  We sold it at N400,000 even though its value was over N1m. We snatched a Toyota Camry in Onistha, Anambra, and a RAV 4 jeep at the Igando area of Lagos. We sold the RAV 4 for N150,000.

"While transporting the Highlander to one of our associates in Ebonyi, we saw a Toyota FJ Cruiser and we snatched the vehicle from its owner. The vehicle is worth over N3m but we sold it for N500,000," Chibuzor recalled.

The suspect was however arrested at the Igando area of Lagos while he was attempting to snatch another vehicle and meet with a buyer.

Through his arrest, the police were able to apprehend Enebeli, who was in Ghana.

Enebeli, in his defence, said he had given up robbery and had relocated to Ghana but was lured back to the country for one more robbery operation.

He said, "I am into computer graphics but I lost my job in 2010; that was when I met with Chibuzor. We carried out many robbery operations but we never killed anyone. We never even kidnapped.

"One day in Igando, a man left the key in his ignition and wanted to open the gate to his house when Chibuzor and I quickly jumped in and drove off. It was later that we realised that the man's girlfriend was even in the vehicle.

"But we did not attack her; we let her go because we are not bad boys. I had even given up robbery and had settled in Ghana where I was living well and was even sending money to my wife and children. I was only tempted to come for one more operation."

The Police Public Relations Officer of the state command, Ngozi Braide, confirmed the incident to our correspondent on the telephone, adding that the matter would soon be charged to court.

Colleagues arrested over engineer’s death in ‘robbery’ attack

Four employees of Linksoft Communications Systems, an Abuja based computer software company, have been arrested by the Force Criminal Investigation  Department Annex, Alagbon, Lagos, in connection with the death of their colleague, Tochukwu Aneke, under controversial circumstances.

The suspects -Justus Ogbuagwu, Micheal Falode, Rapheal and a fourth yet -to-be identified person- were allegedly arrested more than a month after Tochukwu's death on July 10, 2013. The arrests were said to have been based on a petition to the Inspector General of Police, on behalf of Tochukwu's wife, Rita, and the deceased's father, Crescent Aneke, by their lawyer, Mr. Victor Opara.

Tochukwu allegedly sustained a gunshot injury at one side of his head, around Zuma Rock, Suleja, in an alleged attack by armed robbers.

His family, however, claimed that no bullet or pellet was found in his head during an autopsy neither was there gunshot holes on the vehicle in which Tochukwu was said to be travelling with his colleague.

Rita told reporters that she had only been married to the deceased for two years.

She said, "Tochukwu was the Technical Service Manager for the company before his death; he was 34. On the day he died, Tochukwu had travelled for an official meeting in Kano. Usually, attendance at the meeting was rotated among officials in Tochukwu's department.

"He wasn't meant to go this time but his boss, Falode asked him to. Early on July 10, 2013, Tochukwu left home; he had planned to take public transport to Kano. He later called to say that he was travelling with Ogbuagwu in his car instead; he had met Ogbuagwu at Karo junction, Abuja.

Around 5pm, Rita said she got another call from her husband that the meeting was over. They were on their way back to Abuja; this time, Tochukwu was the one driving. Four hours later, Rita got another call from Tochukwu. They had just arrived at Banawa, Kaduna, where they planned to spend the night.

She said, "Tochukwu had a particular hotel where he passed the night whenever he travelled that way. He told me he would call after he had checked in.  Unfortunately, he never did and I fell asleep while waiting for him.

"The following morning, I woke up suddenly at 5am and checked my phone. There were no missed calls from my husband. I called his phone but his lines were switched off, both his personal and official lines. Because I did not have Ogbuagwu's number, I had to call another colleague of Tochukwu, Rapheal.

"I explained to him that I couldn't reach my husband and asked for Ogbuagwu's number. Rapheal sent the number to me but despite calling repeatedly, there was no response."

An hour after she had spoken to Rapheal, he called at 7am and asked to speak with her brother-in-law, Okwudiri, who lived with her. At the time, Okwudiri was away at a job interview. Rita called him on the telephone and asked him to meet with her. When he arrived, she told him to call Rapheal and find out what he wanted.

Okwudiri was informed by Rapheal that Tochuwku had been involved in an accident and was at the Suleja General Hospital. He was advised to proceed there immediately with Rita.

Unaware that Tochuwku was already dead, Rita advised Okwudiri to go back to his job interview; she would go alone to the hospital.

"Right from the moment I met Rapheal at the hospital, he was dodgy.  No one could explain how Tochukwu, who was supposed to be sleeping in Kaduna, got shot at Suleja that same night. It was a lady doctor, who finally came to tell me that Tochukwu had died of a gunshot wound, sustained during an attack by armed robbers," Rita said.

While Tochukwu was said to have died on the spot, Ogbuagwu allegedly escaped to a nearby army formation after taking control of the vehicle and parking it off the road. Tochukwu's corpse was reportedly taken to the Suleja General Hospital by the army personnel. The case was later reported at the Suleja Police station.

The deceased's father, a retired Deputy Superintendent of Police, said, "I had just left Lagos for Enugu when the call came in. I quickly terminated the journey and went to the company's Lagos office at Ikoyi to find out what happened.

"All they did was apologise to me on the incident and offer me an envelope which I believe contained money. I rejected it. Till date, Ogbuagwu never told us himself what happened. All the explanations we got were from other employees of the company."

Opara, the family's lawyer, said he wrote a petition to the IG on August 2, 2103, and received an acknowledgement on August 15, 2013.

He said, "The FCID, Alagbon immediately took over the case. When the police demanded an autopsy, Tochukwu's body was taken to the University Teaching Hospital, Enugu, at the family's request.

"Four autopsies have been done and we have yet to get a single result. All we were told by the doctor was that there was no bullet in Tochukwu's brain. The IPO also saw Ogbuagwu's car, there were no bullet holes on it.

"There are lots of unanswered questions. Although, we are aware that four persons have been arrested, the police have yet to explain what exactly led to the death. All the family is asking for is justice."

Source contacted the Police Public Relations Officer of the FCID, Alagbon, Mr. Archibong, he said he had yet to get details from the Officer-in-Charge.

Linksoft's legal adviser, Mr. Chima Ojinnaka, said, "I am aware that four of our employees were arrested based on a petition by Tochukwu's family. His death was unfortunate as he was well loved by everyone at Linksoft. We want the police to do their job and that those responsible for his death, be brought to justice. Tochukwu was already a manager before his death and had a bright future."

Arsenal confidence intact – Wenger

Arsenal boss Arsene Wenger said a Capital One Cup fourth-round defeat by Chelsea on Tuesday  will not hamper his side's momentum ahead of a tough fixture list in November, BBC Sport reports.

Cesar Azpilicueta and Juan Mata goals marked a second successive home defeat.

The Gunners lead the Premier League and face Liverpool and Manchester United in their next two domestic fixtures.

Asked if his side's confidence had been dented, Wenger said,  "No. It's a different competition."

Since losing to Aston Villa in their first game of the season, Arsenal recorded 11 wins in 12 matches before losing to Borussia Dortmund in the Champions League a week ago.

They recovered by beating Crystal Palace on Saturday but the defeat to Chelsea was the first time they have lost two consecutive games at the Emirates since February.

Having only faced one team from last season's top seven – Tottenham – they now host Liverpool before trips to Dortmund and Old Trafford. They then host fifth-placed Southampton, who have beaten Liverpool and drawn with Manchester United recently.

Wenger, who made eight changes to the side that beat Palace 2-0 at Selhurst Park, said Chelsea punished a mistake for Azpilicueta's opener. Chelsea broke forward after an Arsenal corner with Carl Jenkinson's header failing to reach Lukasz Fabianski.

But he said it was too early to say that Arsenal could not perform against the stronger teams.

"Let's not reach a conclusion too quickly," he said. "If you take the points we have made since 1 January, it's more than everybody else. Over a longer distance, you'll see more of the quality of the team than in the last two games.

"It is true that it is difficult to swallow what happened to us in the last week, but the mistakes are so big that they can be corrected.

"After the first game against Aston Villa, we were relegated. Today we are in a strong position in the league.

"It is down to how we get rid ourselves of these mistakes without losing the belief in our qualities. That is what is at stake.

Police arrest five for raping nine-year-old girl

The Plateau State Police Command has arrested five suspects for  allegedly gang-raping a nine-year-old girl, (names withheld), in Jos.

The police also said they arrested a native doctor, Emmanuel Bala, for raping his 14-year-old patient.

They said another suspect was arrested for having a canal knowledge of a seven-year-old girl.

Speaking with journalists after parading the suspects in Jos on Wednesday, the state Commissioner of Police, Mr. Chris Olakpe, said the suspects had confessed to the crimes.

The five who allegedly gang-raped the nine-year-old girl are Richard John , Zere Adams, Hamza Musa, Ugochukwu Raphael,  Emmauel Ibrahim and  Sok Davou.

Davou was said to be at large. Davou and the five others, who are already in police custody, allegedly conspired among themselves and raped the girl. The underage girl was said to be their neighbour's daughter.

According to Olakpe, three of the suspects – John, Adams and Musa  – confessed to raping the girl at the same time, while Rapheal, Ibrahim and Davou were said to have raped the girl on different days.

Olakpe said the native doctor, Bala, who resides in Rima village in Riyom Local Government Area of the state, raped 14-year-old girl, who was his patient.

According to him, the victim alleged that the native doctor had been having sexual intercourse with her since she was taken to his house in August 2013. She said the native doctor made her to believe that sex was part of her treatment.

The CP said the victim later exposed the native doctor to his wife, a development which he said led to a fight between the couple. Olakpe added that the native doctor descended on her wife, inflicting serious injuries on her in the process.

Olakpe said the victim was admitted in the hospital and that the State Criminal Investigation Department  had commenced investigation into the case.

On his part, Abdullahi Adams aged 31 allegedly lured another seven-year-old girl to his room, tied her hands, gagged her mouth and raped her several times.

Olakpe said the victim sustained injuries in her private part and that she was currently receiving treatment in an undisclosed hospital in Jos.

EFCC arraigns fake Assistant Commissioner of Police

The Economic and Financial Crimes Commission on Wednesday arraigned one Kunle Adeshola for allegedly parading himself as an Assistant Commissioner of Police.

Adeshola was arraigned on seven counts of impersonation, forgery and obtaining under false pretences, before Justice Hussain Baba of the FCT High Court, Maitama, Abuja.

In a statement to newsmen by the EFCC Head, Media and Publicity, Mr. Wilson Uwujaren, Adeshola had allegedly presented himself to the Director-General of the Nigeria Tourism Development Corporation, claiming he had been assigned to discreetly investigate employees of the corporation.

He pleaded not guilty to the charges.

The prosecuting counsel, Sylvanus Tahir, asked the court for a trial date and urged the court to remand the accused person in prison.

The defence counsel, Yemi Akinseye, however, prayed the court to admit the accused person to bail, stressing that the charges preferred against him were bailable. Akinseye assured the court that the accused would be available to face trial.

One of the charges reads, "That you, Kunle Adeshola, 'M', sometimes between May and October, 2013 in Abuja, in the Abuja Judicial Division of the High Court of the Federal Capital Territory, falsely pretended to hold the office of an operative of the Economic and Financial Crimes Commission with staff identity card no. EFCC: 073, as a public servant and in such assumed character, held out yourself to the Director-General and staff of the Nigerian Tourism Development Corporation under the colour of such office and thereby committed an offence punishable under section 132 of the Penal Code Cap. 532 Laws of the Federation of Nigeria (Abuja) 1990."

Baba granted the accused bail in the sum of N2m and a surety in like sum, who must be a civil servant of the rank of deputy director in the federal civil service and resident in Abuja.

Adeshola is also to be remanded in custody until he has perfected the bail terms. The case was adjourned till November 29, for hearing.

More facts emerge on Oduah car scandal

More cans of worms were thrown up  on Wednesday in Abuja  during  the public hearing  by  the House of Representatives Committee on Aviation on the controversial N255m bulletproof cars purchased by the Nigerian Civil Aviation Authority.

But the woman at the centre of the scandal, Ms Stella Oduah, dared the committee   as she again reneged on her promise to honour an invitation earlier extended to her.

Her absence however  led to  a near  disagreement between the Committee Chairman, Mrs. Nkiruka Onyejeocha, and a member, Jerry Manwe.

Manwe had complained that the committee started proceedings without first clarifying why Oduah, who is the Minister of Aviation,  was absent.

He said, "We adjourned  (on Tuesday)to take the minister today (Wednesday). Why is she not here?

"She should have been the main issue today (Wednesday).

"The  absence of the minister (Oduah) is a slap on the face of the House."

Responding, Onyejeocha argued that the hearing was not about Oduah alone.

She overruled Manwe and moved on to  hear  the officials of the  Nigerian Customs Service, Coscharis and First Bank Nigeria Plc  state their roles in the purchase of the cars for Oduah by the NCAA.

The committee chairman  later read  a   letter from the Ministry of Aviation  in whicn the  minister explained why  she   could not make   the public sitting.

Onyejeocha   told her colleagues that the Aviation ministry wrote to inform the committee that Oduah was on "transit" from Israel to Nigeria.

In the letter,  the minister, who had allegedly failed to honour 12 invitations by the House,  claimed that she would arrive in Lagos late on Wednesday and  applied to appear  before the committee on November 4.

• Oduah must appear today, says committee

But, Onyejeocha   directed that the minister   must appear on Thursday (today).

She  said, "If she fails again, we take it that she does not want to appear. We are saying this in the spirit of fair hearing.

"Thursday (today)  is  sacrosanct and we will turn in our report whether she comes or not."

The  committee had on Monday  issued a statement in which it insisted that  the minister must appear before it on Wednesday.

It warned that it would not hesitate to take necessary actions against her if she  failed to turn up on Wednesday.

The House spokesman, Zakari Mohammed, had also told The PUNCH on Tuesday, that sanctions that could be imposed on the minister if she failed to appear before  the committee, included issuing a bench warrant to facilitate her arrest by security agents.

• Fresh revelations on the deal

But even with her absence, the committee,   the NCS,  Coscharis Motors and First Bank Nigeria Plc  made fresh revelations  on the controversial cars.

Among the fresh revelations made public at the hearing  was  the  difference in the chassis numbers of the cars inspected by the committee members and those in the transaction documents between the NCAA and Coscharis.

Another  is  how the  Federal Ministry of Finance and the National Security Adviser were made   to believe that the  two vehicles  were for   the 18th  National Sports Festival (Eko Games 2012) hosted by Lagos State.

The  Customs Service was the first to blow the lid when it told the  committee   that no duty was paid on the cars because Coscharis obtained a duty exemption certificate from  the Federal Ministry of Finance.

According to the Customs, the government lost N10.1m  due to the waiver, which covered 300 vehicles, including the two  controversial bulletproof  cars.

The Deputy Comptroller-General (Modernisation and Economic Relations), Mr. Manasa Jatau, who testified before the panel, disclosed that the Ministry of Finance granted the waiver after Coscharis wrote that it wanted  to import 300 assorted vehicles for the EKO Games.

He added that the "end beneficiary" of the cars, including the two bulletproof  vehicles  was the Lagos State Government.

However,he hinted that  the waiver was later used as a cover to import the bulletproof cars to evade the payment of import duty.

He revealed that there was also a third bulletproof car imported by Coscharis.

The Customs chief who did not name the owner of the third bulletproof car,  added  that the office of the NSA  issued a security clearance for the two bought for Oduah.

Asked whether a waiver granted for a specific purpose, could be transferred to a different end-user, he replied, "To the best of my knowledge, end-user certificate is not transferable."

The DCG   said, "N10.1m was the duty payable on the 300 vehicles; but no duty was paid because there was an import exemption certificate issued by the Federal Ministry of Finance.

"The waiver was for a period of one year.

"The waiver showed there were 300 vehicles for the sports festival, hosted from November to December, 2012.

"Only three of the vehicles were bulletproof and the NSA gave security certificate for their clearance."

Coscharis Motors was represented at the hearing by its Chairman, Mr. Cosmos Maduka, and the Managing Director, Mr. Josiah Samuel.

The company admitted that it got a waiver to import vehicles for the games, saying that "it is the usual practice for government to approach us to supply vehicles for major events."

However, efforts by the committee to establish how the waiver was used to cover the bulletproof cars, did not yield results.

Samuel parried questions and chose rather to advertise BMW cars to members at the hearing.

• Coscharis accused  of connivance

The committee however accused the company of conniving with  the NCAA to inflate the cost of the cars. But Coscharis denied the accusation.

On the price of the cars, Samuel claimed that the BMWs were "7 Series, B7" security cars, which were costlier than their equivalent quoted by "independent amourers" on the Internet.

He argued that the cars in question had factory-fitted armour, as against buying a plain car before taking it to an independent firm to rebuild.

The Managing Director  stated that the factory price for the grade of BMW cars it supplied   the NCAA was €418,000, excluding  other charges.

On how the company gets and utilises duty waivers, Josiah said most times, the waivers would come too close to the date of the event they were meant to cover.

"So, what we do is that we sign a Memorandum of Understanding with government to release the vehicles we have in our showroom.  We then use the waiver to replace the vehicles we have supplied", he added.

But, his response angered   Manwe, who accused Coscharis of committing "fraud."

Manwe said a quotation he received  from an American firm showed that the same car sold for N42m.

He  said,  "We are not fools; you have been taking us for a ride.

"You imported the cars without paying duty, why are you selling one for over N127m?  Are your own bulletproof cars manufactured in the moon.

"You got a waiver to import cars for the National  Sports Festival, but you ended up using it to import bulletproof cars for  the NCAA.

"You have been lying to us. You ripped off the people of Nigeria through the NCAA.

"That is the summary of what is before us here, so what are you saying?"

But, Maduka protested, saying his company did a legitimate transaction.

He said the whole scandal was "politically-motivated" for reasons he could not explain.

Maduka added,  "We followed all the processes required.  We sold vehicles to the NCAA and First Bank financed it.

"We were interviewed by the SSS(State Security Service), the NSA; we didn't do any wrong."

 • More drama

But, more drama played out when the Aviation Committee's Sub-Committee on Inspection, reported that the armoured cars Coscharis supplied were different from the ones quoted in its letter to the NSA.

The committee had visited the Nnamdi Azikiwe Airport on Tuesday to inspect the cars.

However, members discovered that the chassis numbers were different from the ones quoted in the transaction documents.

The leader of the inspection team, Mr. Ahmed Chanchangi, said, "We sighted the cars at the airport yesterday (Tuesday).

"The chassis numbers do not correspond with what you said you supplied. It looks like Nigeria was shortchanged here again", he stated.

However, Maduka disagreed and insisted that a member of his staff ought to have accompanied the team to the airport to ascertain the  cars they inspected.

The discrepancy in the chassis numbers was left unresolved.

• Our role –First Bank

First Bank which  was the  financier of the transaction,   confirmed that it entered into a loan agreement, "not lease agreement" with the NCAA.

The head of the bank's Lagos Mainland branch, which handled the transaction, Mr. Seyi Ojefeso, recalled how the NCAA approached the bank for a loan to purchase vehicles for its management staff.

Ojefeso claimed that it was possible that the NCAA "got it mixed up" when it  described it as a lease agreement.

He explained that the NCAA applied for a total loan package of N643m to finance the purchase of  54 vehicles.

For the bulletproof cars, he said there was a Coscharis proforma invoice attached to the application in the value of N255m.

He added, "We offered an auto loan to the NCAA in May to purchase cars for its management staff.

"The application was for N643m; we financed the purchase of the cars based on the application they submitted to us."

The committee observed that the original request of the NCAA to the Minister of Aviation  was N564m, but First Bank eventually approved a loan of N643.

When asked to explain how the difference came about, Ojefeso said only the NCAA could answer the question since N564m was not in the agency's communication with the bank.

• FAAN also bought cars for Oduah

The Senate Committee on Aviation  also said  that four of the   202  'operational'  cars   bought by the Federal Airports Authority of Nigeria for its top officials are armoured vehicles.

It added    in Abuja on Wednesday, that  two of the armoured vehicles were for the Minister of Aviation, Ms Stella Oduah and two for the Managing Director of FAAN,  Mr. George Uriesi.

"FAAN did confirm that among the operational  vehicles they purchased, four of them are armoured vehicles, two for the Managing Director  and two for the minister," the committee Chairman, Senator Hope Uzodinma, told journalists on the sidelines of the investigation  into the crises in the aviation industry.

Uriesi had while appearing before the panel on Tuesday  said  the  operational  vehicles included two Lexus limousines   and two Toyota  Prado jeeps.

But the  FAAN chief did not state who the armoured vehicles were bought for. He   said the limousines were bought  for  N60m each and not  N70m being insinuated.

Uriesi, who   said  he did not have details of the cost of the Prado jeeps, also claimed that the  vehicles were still in the custody of the bankers wthat  funded their  purchase.

He  also  did not give the names of the     persons / company(ies)  that ordered the vehicles  and those they were meant for.

But   Uzodinma  told  journalists on Wednesday that   Uriesi  had confirmed on oath that FAAN   bought operational vehicles.

He said, "Investigation is still on-going and it will not be fair for me to preempt the outcome.

"We told them to go back and put everything in writing and make  comprehensive statements on all vehicles purchased. Until they come back on Monday, we cannot rush into conclusion.

"The MD FAAN said they did a funding arrangement with a commercial bank. This investigation will be a very deep one so that at the end of the day, we do a holistic approach and look at how the sector will be repositioned so that all anomalies will be corrected."

The Director-General of the Nigeria Metereological  Agency,  Mr. Anthony Anuforom;  and his counterpart in the Accident and Investigations Bureau, Captain Muhtar Usman, told the committee that  they  were not involved in the purchase of armoured vehicles.

The Uzodinma-led  committee will also  inspect theN255m bulletproof cars bought for Oduah by the  NCAA before the end of the week.

Anti-corruption protesters want Oduah jailed

Protesters on Wednesday stormed the Lagos Office of the Independent Corrupt Practice and Other Related Offences Commission, requesting that the embattled Minister of Aviation, Ms Stella Oduah, be tried and jailed if found guilty.

The protesters, who stormed the ICPC office around 10.15am, defied confrontation by armed policemen who shot thrice into the air and civil defence officers to gain entrance into the premises of the commission.

Chairman of the Coalition Against Corrupt Leaders, Mr. Debo Adediran, who spoke on behalf of the protesters, said that many lives had been lost due to corruption in the aviation sector.

He said, "The purchase of the bulletproof cars is outrageous. It is the ICPC that should deal with anything that has to do with official corruption. Their reaction has been that they have not got a petition to act and that  that is why investigation has not begun. Now we have submitted a petition, we want them to act.

"If Oduah is found guilty after the probe, we want her to go to jail; we want anybody found culpable to be prosecuted diligently, we want anybody found guilty to be adequately punished and until we get that we will not rest.

"It is saddening that the President who should set precedence for Nigerians to follow could be shielding the indicted and even include them in his entourage to Israel on holy pilgrimage. It is also not unlikely that Ms. Oduah is in the league of Mr. President's benefactors.

"Though the President has set up a panel to investigate the allegations, but it must be noted that most of the time when President Jonathan sets up his panels, they are to bury the issues rather than bending it to justice."

The protesters, who presented a petition to the ICPC,  prayed that investigations should be commenced into the activities of the minister; the Nigeria Civil Aviation Authority; Nigerian Airspace Management Agency;  Federal Airports Authority of Nigeria; and other relevant agencies under the Ministry of Aviation.

Chief Superintendent of ICPC in Lagos, Mr. Binga Shintema, who attended to the protesters, assured them that their petition would be acted on.

Six pregnant girls freed in baby factory raid

The Nigerian police have raided a baby factory in the oil city of Port Harcourt and arrested a woman accused ofbharbouring six pregnant girls, a spokeswoman said Wednesday.

"We rescued six girls last week at different
stages of pregnancy from an illegal maternity home in Port Harcourt," Joy Elomoko of the Imo State police told AFP.

She said the youngest of the girls was 14,
without disclosing the ages of the others.

"We have also arrested the proprietress of the clinic and she is assisting us in our
investigation," she said.

Elomoko said the raid on the Port Harcourt
home followed the arrest of a girl with a baby in nearby Owerri on October 15.

"A lady was found in suspicious circumstances with a day old baby and after interrogation she confessed that she gave birth to a baby in Port Harcourt," the police spokeswoman said.

Elomoko said police detectives followed the
girl to Port Harcourt where six expectant
mothers were found in a clinic run by a woman.

"The woman could not produce any document
authorising her to operate the clinic and she was subsequently arrested," she said.

She said the girls also told police that they were being kept in the home to make babies which would be sold to willing buyers.

Elomoko said the suspect would be taken to
court after police investigation.

Nigerian police have uncovered a series of
alleged baby factories in recent years,
notably in the southeastern part of the
country.

Baby boys can sell for a price of
around $250 (180 euros), baby girls for
slightly less.

Human trafficking, including the selling of
children, is the third most common crime in
Nigeria behind fraud and drug trafficking,
according to the United Nations Nigeria is Africa's biggest oil producer, but poverty is widespread across the country and
most of the estimated 160 million people still live on less than two dollars a day.

DJ apprehended with 52 wraps of cocaine

Officers of the National Drug Law Enforcement Agency at apprehended a 36-year-old Disc Jockey with powdery substance that tested positive for cocaine weighing 855 grammes.

In a statement on Tuesday by the NDLEA Head of Public Affairs, Mr. Mitchell Ofoyeju, the suspect, Iwunze Magnus, with a South African passport number 460709224, was said to have boarded an Iberia flight from Costa Rica enroute Madrid.

He was found to have ingested 52 wraps of cocaine at the arrival hall of the airport, three of which he had excreted on the plane during the flight.

NDLEA Airport Commander, Mr. Hamza Umar confirmed the arrest.

He said, "Three wraps of substances weighing 190 grammes that tested positive for cocaine, were, during a routine search, found in Magnus's pockets. He had excreted them during the flight from Costa Rica.

"He also tested positive for drug ingestion and while under observation, Magnus excreted 49 wraps that also tested positive for cocaine. In all, he had 52 wraps weighing 855 grammes of cocaine."

Magnus said, "I am a disc jockey and I have my music studio in Johannesburg, where I have lived with my wife and kid since 1997.

"I had wanted to settle the debts I incurred during the burial of my late brother. In an attempt to pay the balance of N300,000, I fell into the hands of drug traffickers who lured me into the trade. They were to pay me $2,500, if I had succeeded." Magnus is a native of Ibitolu in Imo State.

Chairman/Chief Executive of the NDLEA, Ahmadu Giade,  said, "I understand the suspect had a South African passport. I have ordered a thorough investigation into the case. I also wish to appeal to members of the public to resist any attempt to smuggle and abuse drugs. Magnus will be charged to court at the conclusion of our investigation."

Vigilance group chief arrested for raping MAPOLY student

The police in Ogun State on Tuesday arrested an officer the alleged rape of a female National Diploma 1 Banking and Finance student of the Moshood Abiola Polytechnic, Abeokuta.

The 30-year-old VSO officer is currently detained at the Ibara Police Divisional headquarters.

The suspect, according to some MAPOLY students, who staged a peaceful protest to the office of the Commissioner for Women Affairs and Social Development, Mrs. Elizabeth Sonubi, was caught after he had already had carnal knowledge of the victim, who was said to be in her menstrual period.

The suspect was said to have accosted the student, who had gone for 'Group Reading' in preparation for the institution's second semester examinations at Alewenu Village, Onikolobo, Abeokuta, around 10pm on Monday.

The placard-bearing protesters alleged that despite the fact that the victim was menstruating at the time, Oyedele allegedly raped her for close to two hours.

The victim, reportedly exhausted as a result of the rape, was said to have been rescued from the grip of the suspect by passers-by, who rushed her to an undisclosed hospital for treatment.

However, none of the officials of the state government was available to address the protesting students.

Addressing the MAPOLY students, the State Coordinator of the Child Protection Network, Peju Osoba, condemned the incident, describing the act as a crime against the state.

"It is a crime against the state and the Child Protection Network will ensure that justice is done,"  Osoba said.

She added that she had contacted the Ogun State Police Command to ensure a transfer of the case from Ibara Police Station to the Command Headquarters at Eleweran.

Osoba pledged that the state government would be formally informed of the incident while legal action would be taken by the CPN on the matter.

The acting Police Public Relations Officer, Abimbola Oyeyemi, confirmed the incident and the arrest of the VSO officer.

Oyeyemi, an Assistant Superintendent of Police said, "His case will be transferred to Eleweran for further investigation."

Oduah in another car scandal, faces Reps panel today

The embattled Minister of Aviation, Ms Stella Oduah, has been linked to    another car purchase scandal.

This time, Oduah is said to have also approved the procurement  of two Lexus Limousine cars and two Toyota Prado jeeps.

The minister  is expected to appear before the House Committee on Aviation which is investigating the purchase of two  BMW bulletproof  cars for her by the Nigerian Civil  Aviation Authority at N255m.

But during the sitting by the Senate Committee on Aviation which is probing the crisis in the Aviation industry, the   Managing  Director of the Federal Airports Authority of Nigeria , Mr. George Uriesi,  said the  Lexus Limousine cars and Toyota Prado jeeps were in the custody of a bank.

Uriesi, who   said the limousines were bought  for  N60m each , added that  he did not have details of the cost of the Prado jeeps.

He explained that the bank whose name he did not give,    funded the purchase of the four vehicles.

The FAAN  chief told the six-member committee that  while Oduah gave the approval, somebody whose  name  he failed to mention, signed on his (Uriesi) behalf.

An obviously enraged Chairman of the Senate Committee on Aviation, Mr. Hope Uzodinma, lambasted  him  for receiving approval from the minister instead of the Federal Executive Council.

He was therefore ordered to  appear again before the committee on Monday with details of the transactions.

Uriesi, who was  said to have   sweated  in the air-conditioned room while the session lasted, was   also asked to bring along with him,  details of other vehicles   bought for  the agency's  directors.

The  Senate  panel also resolved to  inspect the N255m bulletproof cars parked at the Nnamdi Azikiwe International Airport, Abuja.

Meanwhile, members of the House of Representatives Committee on Aviation are set to  quiz  Oduah on Wednesday(today) over the controversial bulletproof  cars.

The minister, who  was  summoned  by the committee to appear before it on Tuesday, had written ,  explaining that she had travelled to Israel to sign the Bilateral Air Service Agreement between Nigeria  and Israel.

On Monday, the committee  headed by Mrs.  Nkeiruka Onyejeocha, said Oduah would  now appear on Wednesday and not  Tuesday as ealier scheduled.

It claimed that  the decision was to give all stakeholders the opportunity to prepare their documents.

But the   committee    warned that it would not hesitate to take necessary actions against Oduah if she failed to turn up today (Wednesday).

As of  10pm on Tuesday, it was unclear if Oduah, who was on Monday accused by  the  House Committee on Public Procurement of shunning similar invitations 12 times, had returned from Israel.

As part of its preparations for the hearing,  a five-member sub-committee of the Onyejeocha-led Aviation panel  on Tuesday discreetly inspected the controversial bulletproof  cars at   the Nnamdi Azikiwe International Airport, Abuja.

A source privy to the visit, informed The PUNCH that the aim was to "truly establish that the cars were bought."

The source added, "This is an investigation and you do not leave anything to chance.

"The idea of the inspection team was to go to the location and physically see the cars.

"All these will form part of the final report to the House."

When   contacted, Onyejeocha    confirmed that a team visited the airport to inspect the cars.

She, however, parried questions on the details of what the team saw.

The committee chairman  said, "Yes, it is true that we set up a committee to go and inspect the cars.

"The committee went to the airport but they have not reported back to us.

"If you are interested, come to the hearing tomorrow, please, PUNCH."

A senior official of the NCAA, who accompanied the sub-committee to the airport  said the lawmakers "saw the two bulletproof cars ."

The source added, "They   were satisfied. Some of them even stated that people were beginning to insinuate that  there were no cars. So, I think people can now ask the House members whether there are cars or not."

Asked if  the committee members  were also shown the limousines parked at the Total Radar Coverage of Nigeria site at the airport, the official said, "I don't like joining issues, because people are beginning to write what they like.

"The cars we are talking about here are the bulletproof cars and not limousines."

The House spokesman, Zakari Mohammed, said sanctions that could be imposed on Oduah if she failed to appear before the Aviation committee included issuing a bench warrant to facilitate her arrest.

He said, "What the committee will do is to apply to the Speaker (Mr. Aminu Tambuwal) for a bench warrant to be issued for her arrest.

"Once that is done and the speaker approves it, the Inspector-General of Police will be directed to arrest her and bring her before the committee."

B’Haram: Death toll in Yobe attack hits 127

A five-hour battle between Islamic extremists and army troops in the capital of Yobe State killed at least 127 people, all but two combatants, according to reports from army and police officers.

This has raised doubts about military claims that they have the upper hand in Nigeria's fight to halt an Islamic uprising in the northeast.

AFP reported the stench of rotting corpses from the morgue hung over Damaturu Specialist Hospital on Tuesday, where a reporter counted 31 bodies identified as those of extremists.

Details still are trickling in about the attack, which militants began at dusk Thursday on an army barracks 20 kilometres (12 miles) outside Damaturu, the state capital, where they overpowered the soldiers, seized an armoured car, looted the armoury and set the barracks ablaze with improvised explosive devices.

The reports were given to Yobe State Governor Ibrahim Gaidam by military officers as he toured the destroyed sites with a heavily armed escort on Monday. Journalists accompanying the tour heard the reports.

The attackers then moved down the main road into the city where they rammed the armoured car through the gates to the headquarters of the Police Anti-Terrorist Squad. There, they burned down three buildings.

While some of the extremists exchanged fire with the police, the armored car and others in all-terrain pickup trucks and on foot went on to shoot up and set fire to the police Criminal Investigation Department offices and four other police offices scattered across the city until they arrived at the Mobile Police Base, where the armored car caught fire and was abandoned.

The militants went to the hospital where they looted drugs and bandages as the medical staff fled in terror, according to doctors at the hospital.

This account differs from the official version of events that extremists attacked an army checkpoint along the road from Damaturu to Benisheikh — where militants have killed hundreds of civilians in recent weeks — at around 3 a.m. on Friday. A "firefight ensued and the insurgents were effectively neutralised," according to a statement Monday from the army spokesman in Damaturu, Ibrahim Attahiru.

He said 70 militants were killed there.

"Fleeing insurgents" then "regrouped to carry out attacks on Damaturu town," Attahiru said. Security forces killed another 25 insurgents in the city, he said.

Col. A. O. Abdullahi told the governor that 22 soldiers were killed in the attacks.

A police officer who spoke on condition of anonymity because he was not authorised to speak about the incident said eight police officers were killed in the shootout at the mobile base. A reporter who visited the hospital mortuary on Sunday saw 17 bodies in police uniform.

On Monday, the morgue held only the bodies of 31 suspected insurgents. Nigeria's military regularly inflates the numbers of militants killed and downplays its own toll.

The number of civilians caught up in the fighting also is uncertain, with local newspapers reporting that dozens of travelers were caught in crossfire. A civil servant was shot Saturday by soldiers who accused him of breaking the hastily announced curfew. He died in the hospital on Monday, according to witnesses. Another man whose car broke down at the side of the road was shot and killed, apparently by the insurgents, according to reporters who knew him.

The Damaturu attack — on a city that had been free from assault for months — overshadowed a military success in neighbouring Borno State.

Aerial bombardments and a ground assault on two "terrorist camps" killed 74 insurgents and wounded several others who fled, according to spokesman Lt. Col. Muhammed Dole. He said two soldiers were wounded in the attacks.

Bulletproof Cars: PDP Denies Oduah, Wants Minister Punished

Peoples Democratic Party seems not to be on the part of the embattled Minister of Aviation, Ms Stella Oduah, as the party says it will not condone corruption in any part of the nation's life.

National Publicity Secretary of the party, Mr Olisa Metuh said this in a statement on Tuesday while reacting to the N225 million car scandal in the Aviation Ministry.

The party spokesman emphasised that PDP had never and would never condone any form of corruption.

"The position of our great party on corruption is unambiguous and our zero tolerance for corrupt practices abounds in practical examples. Our successive leaders since 1999 have resolutely stuck to this," he added.

He said whoever was found culpable at the end of the day, shall reap in full; `` the bitter consequences of corruption and disservice to the nation.

"If otherwise established, the aviation officials should not be intimidated but remain focused in the outstanding transformation that Nigerians have witnessed in the sector".

Metuh, however, said that the accusation of corruption in the aviation ministry was "a big worry" to the party.

Metuh commended the presidency and the National Assembly for taking the step, adding that it was appropriate in the circumstance.

``It is a fundamental rule of due process and fairness that these investigations be allowed a full course. This is to ensure that those at the centre of the saga would be availed the opportunity to offer their own side and avoid a case of conviction before trial," he said.

According to him, biased statements on the issue can hardly achieve an objective basis for establishing the culpability of public officers involved in the matter.

He said: "This public trial in which the accused stands no chance of defence is antithetical to democracy as it is capable of railroading appropriate investigation into an unjust conclusion.

We, therefore, call on those who had found occupation in sensational, subjective and anti-national comments and protests on the issue to take their exit!"

The boy was said to be sleeping when the fire broke out.

A resident of the street, Elder Ebenezer Sunday Ogundele, said he heard shouts of 'fire, fire, fire' around 10pm and he rushed to the scene.

"All the young people in the area mobilised, got water from different places to see that the inferno was put out. They were also calling on the fire service to come. Before they got here, it was around 11pm. By then, the entire house had been burnt down."

The badly burnt corpse of the boy was being buried in the compound.

The residents called on the state government to rehabilitate roads in the area to facilitate the free flow of traffic.

Top suicide bomb-maker killed in drone strike

A top suicide bomb-maker for Somalia's Shebab rebels has been killed in a drone strike, government officials said Tuesday after the latest attack by US forces
against the Al-Qaeda-linked group.

Residents near the site of the strike in
southern Somalia reported at least three
people were in the charred vehicle, which
burst into flames shortly after the sound of
an aircraft was heard overheard.

Somali Interior Minister Abdikarin Hussein
Guled told government radio that his
intelligence services had been tracking
Ibrahim Ali Abdi, also known as Anta-Anta, for some time before the strike took place on Monday.

"The operation in which this man has been
killed was very important for the government.

This man had a major role in the death of many innocent civilians and his death will help in bringing back peace," Guled told Radio Mogadishu.

The strike came weeks after an audacious
attack on the Westgate Mall in Nairobi claimed by Shebab in which at least 67 people were killed.

The minister did not say who carried out the
drone attack, but an official in Washington
said the US military was responsible.

Officials from Somalia's internationally-
backed government have described the dead
militant as being well-known for making
suicide bomber vests and preparing car bombs
used regularly by the rebels to attack
government-held areas.

"He was Al-Shebab's chief suicide bomb-maker, he was responsible for numerous bomb attacks which claimed the lives of many Somalis," said Ridwan Haji Abdiweli, the prime minister's spokesman, adding that the government welcomed the strike.

"It is a victory for the Somali people that
such dangerous individuals should be taken
out."

There has been no comment from the Islamists.

The missile strike also follows a raid by US
Navy SEALS on the southern port of Barawe in
early October that failed to hit its alleged
target: a senior Shebab militant leader and
Kenyan of Somali origin called Abdulkadir
Mohamed Abdulkadir, also known as Ikrima.

Barawe is a key Shebab training centre
specialising in preparing suicide attack
squads, according to a United Nations
monitoring report earlier this year.

An American official, speaking on condition of anonymity in Washington, said Monday that the latest missile attack was a drone strike
conducted by the US army. The source did not
specify where the drone was launched, but the US army operates the devices from bases in Djibouti and Arba Minch in southern Ethiopia.

The Shebab have been driven out of Somalia's
major towns, including the capital Mogadishu
and the key southern port of Kismayo, by a UN-mandated African Union force that now numbers 17,700 men.

However the group still controls large swathes of southern Somalia and has over the past few months stepped up the scale of its suicide attacks, including storming a UN compound in Mogadishu in June.

The AU force has requested its size be boosted by a quarter to 23,000 troops.
UN Monitoring Group reports earlier this year estimated the Shebab are still some 5,000 strong, and remain the "principal threat to peace and security to Somalia".

UN Secretary General Ban Ki-moon earlier this month warned that "military gains against Al-Shebab that have been achieved in recent years are at serious risk of being reversed.

Housewife jailed10 years for torturing14-year-old housekeeper to death

An Ikeja High Court, yesterday, sentenced a 27-year-old woman, Chiamaka Nnajiofor, to 10 years imprisonment for her culpability in the death of her housekeeper, Oliver Arakwe.

Justice Lateefat Okunnu convicted Nnajiofor for manslaughter instead of the charge of murder preferred against her. The sentence is to commence from September 22, 2011, when she was first arraigned.

Nnajiofor and her husband, Elochukwu, 41, were charged to court by the Lagos State Director of Public Prosecution, DPP, for murder.

According to the DPP, the couple tortured 14-year-old Arakwe to death on August 17, 2010 at 81, Femi Tella Street, Ago Palace, Okota, a Lagos suburb.

The couple had pleaded not guilty to the charge of murder.

Okunnu ruled: "There is nothing to show that he was part of the flogging his wife instigated that day, and available evidence indicated that he was not in the apartment when it happened.

"The prosecution also failed to prove the charge of murder against Chiamaka beyond reasonable doubts.

"Oliver was a severely malnourished boy and the beating of the boy with a belt would have had a lesser effect on a normal 14-year-old.

"It is on this basis that I find Chiamaka, the first defendant, not guilty of murder. I find her guilty of manslaughter. The second defendant, Elochukwu, is discharged and acquitted."

Tyre repairer kidnaps son, demands N350,000 ransom

The State Security Service, Lagos State Command, has arrested a 48-year-old man, Samson Adebayo, for allegedly arranging the kidnap of his nine-year-old son, Emmanuel, and demanding a ransom of N350, 000.

According to the SSS, Adebayo had solicited the help of his girlfriend, Kehinde Alonge, to kidnap Emmanuel from his residence at 2, Solomon Street, Ilu-Nla, Aradagun, Badagry.

The director, SSS, Lagos State, Mr. Ben Achu-Olayi, said Adebayo reported the incident to security agents, pretending to be distraught.

He said, "On October 7, 2013, the command received a report from Adebayo Samson, who complained that his son was kidnapped on October 3.

"Consequently, the command swung into action with the aim of rescuing the victim and arresting the culprits. Preliminary investigations confirmed the kidnapping by Alonge, who had demanded a N350, 000 ransom.

"She demanded that the ransom be paid into a United Bank of Africa account 2050908899, belonging to one Taiwo Faloye. Unknown to the suspects, we had set up a flag on the account with the bank's cooperation and were alerted when N230, 000 was remitted."

He said Alonge was arrested when she went to withdraw the money from a UBA branch at Ilesha, Osun State, adding that during interrogation, Alonge, a hairdresser, fingered the victim's father.

He said, "Following Alonge's confession, Adebayo was arrested. He confessed that he planned his son's kidnap in order to extort money from some of his church members and sympathisers."

Achu-Olayi warned parents to avoid endangering the lives of their children for the sake of money.

He said, "We have noticed that crimes of this nature are usually committed by parents or close relations and we are warning them that we will not tolerate such acts."

The suspects, however, traded blame over the incident when our correspondent spoke with them.

Adebayo accused Alonge of coming up with the plan in order to raise N200, 000 for a beauty salon. Alonge however denied this.

She said, "I was in Ilesha when he (Adebayo) called me to come to Lagos that some people owed him money. He said the only way to collect the money from them was for me to come and take his son away, while he pretends that he had been kidnapped.

"I came to Lagos on October 4, 2013. I intended going to the school to pick the boy but Adebayo advised that I pick him from the house. Since the children knew me, I told the boy to follow me to get something outside, only to enter the next available vehicle to Ilesha, Osun State.

"His father even gave me N3,000 for transport. When we got to Ilesha, he sent another N3, 750 worth of recharge cards for his feeding. He even called his son on the telephone on daily basis.

"He was the one that asked me to demand N350, 000 but at the end of the bargain, he said I should accept N200,000. Since I had no bank account, I asked one of my relatives to give me his account details. But we were arrested at the point of withdrawal."

Adebayo said, "I agreed to the plan because I was broke. I have been a vulcaniser for 20 years and I am poor. I have two kids and my wife is at a church, where she is being healed of paralysis.

"Kehinde was the one that brought up the idea that we should kidnap my son and I agreed because I needed the money too. My share would have been N100, 000 if we had succeeded.

"I feel so ashamed of myself because what I did was wrong. I hope the government forgives me and let me go home. I won't do it again."
